History of New Jersey Scratch Offs

The New Jersey Lottery was established by statute on February 16, 1970, after voters approved it in the November 1969 general election by an 81.5% margin — one of the largest landslides in the state's political history. Weekly game tickets went on sale shortly after at 2,000 locations statewide, with early winners Edward and Kathleen Henry of West Caldwell among the first to collect. Scratch-offs came into the lineup soon after and never looked back.

More than five decades later, scratch-offs are the undisputed engine of the New Jersey Lottery. Sales topped $2 billion for the first time in fiscal year 2021 and have stayed above that mark every year since, now accounting for most of the Lottery's total revenue. The Lottery contributed a record $1.17 billion to the state's public pension system in fiscal year 2023 alone, with total sales that year hitting $3.73 billion — the highest in Lottery history. Current top-tier tickets include the $30 "$5,000,000 Fortune" and the $25 "Millionaire Maker," both offering multimillion-dollar top prizes.

Biggest New Jersey Winners

1. Linden Woman Wins $5 Million — Largest Instant Prize in NJ Lottery History

The biggest scratch-off top prize ever offered by the New Jersey Lottery went to Lacey Katona, a Linden retail manager and mother of three, who became the first winner of the $5,000,000 Cash Extravaganza game. Katona bought her winning ticket at a Krauszer's convenience store on South Wood Avenue in Linden, just weeks after the $30 game launched. "My family just feels truly blessed," she said at the time. "I'm still in complete shock. It doesn't feel real at all."

2. Union County Player Wins $5 Million on "Fortune" Scratch-Off

A Union County player claimed a $5 million top prize on the $30 "$5,000,000 Fortune" game — the biggest prize in the Lottery's current scratch-off lineup — after buying the ticket at a 7-Eleven on Liberty Avenue in Hillside. The winner, who chose to remain anonymous, described the disbelief of checking the ticket twice: "I didn't think I won anything. I checked it on a scanner and it said 'jackpot.' I go home and I looked again. So many zeroes. It's just such a blessing."

3. New Jersey Player Wins $1 Million on "$1,000,000 Diamond Spectacular"

A New Jersey player who described being "on a mission" to buy tickets claimed a $1 million top prize on the $20 "$1,000,000 Diamond Spectacular" scratch-off, part of a batch of three top prizes offered when the game launched in July 2023. Rather than quit working, the winner said they planned to keep their job and put some of the winnings toward a small house near the beach — "It will be a little, tiny place, but that's all I need."
