History of Mississippi Scratch Offs

Mississippi didn't establish its lottery easily. For over two decades, state Representative Alyce G. Clarke introduced lottery legislation nearly every session before it finally passed in 2018 — the resulting law now carries her name, the Alyce G. Clarke Mississippi Lottery Law. Mississippi became the 45th state to legalize a lottery, and the Mississippi Lottery Corporation launched its very first scratch offs on November 25, 2019, with just four games available to residents.

By its fifth anniversary in late 2024, the Lottery had rolled out 188 different scratch off games in total, with roughly three dozen active on any given day. Revenue is earmarked by law. The first $80 million collected each year goes toward state road and bridge repairs, with the remainder supporting public education. As of last count, the Lottery has returned more than $800 million to those programs.

The current law includes a sunset clause set to expire in 2028 unless Mississippi lawmakers vote to renew it.

Biggest Scratch Off Winners in MS

1. Pearl Resident Claims Mississippi's First-Ever $1 Million Scratch Off Prize

Mississippi's scratch off history changed in March 2026, when a Pearl resident cashed in a $30 Millionaire Maker ticket bought at a Gas & Grub station in nearby Florence. It was the first time any Mississippi scratch ticket had paid out seven figures. Millionaire Maker launched that January as the state's first-ever $30 scratch game, printed with ten $1,000,000 top prizes — nine remained after this win, and several have been claimed since. As allowed under Mississippi's privacy law, the winner did not authorize the Lottery to release their name.

2. Moss Point Ticket Delivers a $500,000 Prize to an Alabama Couple

Before Millionaire Maker existed, the biggest scratch prize Mississippi had ever handed out was $500,000. It was won by a Mobile, Alabama couple who'd stopped at The Oaks convenience store in Moss Point and picked up a $500,000 Bonus Multiplier ticket for $20 on April 1, 2022. They and initially believed that the string of zeroes on their ticket was some kind of joke. But it was no joke. The game had offered $500,000 top prizes since its launch, and this ticket claimed it, leaving one more $500,000 prize remaining.

3. Tupelo Man's $200,000 Mega Ca$h Win Was an Early State Record

Back in January 2020, just two months after Mississippi sold its first scratch ticket, a Tupelo man scored $200,000 on the newly released Mega Ca$h game at a local Tobacco Superstore — the largest prize the young lottery had paid out at that point. He reportedly called his mother with the news before she'd even believe him, and later said he planned to use part of the windfall to help move her back home. It's a small-town moment that still gets cited as one of the lottery's early defining wins.
